The Brief
A provincial authority needed to remediate a former industrial site with complex PFAS contamination before it could be released for residential development.
The Challenge
Multi-layer contamination requiring soil excavation, groundwater pump-and-treat, and residual capping — all under intense regulatory scrutiny with monthly reporting requirements to DCMR. The remediation contractor had limited experience with PFAS-specific treatment technologies.
Our Approach
We acted as Owner's Engineer for the province — providing the technical oversight the remediation contractor needed, reviewing all monitoring data, and handling regulatory reporting. We specified the GAC filtration system for groundwater treatment, designed the monitoring well network, and managed the soil classification and disposal logistics for 12,000 m³ of contaminated material.
Results
12,000 m³ contaminated soil removed
PFAS groundwater levels reduced to below intervention values in 8 months
Site released for residential redevelopment
