The Brief
A waterschap in Zeeland needed an independent technical advisor to coordinate a complex, multi-contract coastal defence reinforcement programme under the national HWBP framework.
The Challenge
4 separate construction contracts, designed by different engineering firms, all building adjacent sections of the same 14 km primary flood defence. Without a single technical coordinator, interface issues between contracts would have caused delays and cost overruns.
Our Approach
We reviewed all detailed designs for technical consistency, managed the interface between contracts (ground improvement tie-ins, crest level transitions, drainage connections), and witnessed all critical geotechnical testing. We reported directly to the waterschap's programme office and the HWBP, providing independent technical assurance that the programme was on track.
